I mean look at the store page right now! Looks like you get 2 maps and a few rifles with the standard forest animals (deer, rabbits, etc). I believe they do this intentionally, because buying this game with no DLC in 2022 is just silly, you get a couple of maps and a few guns lol. Then the next review is someone saying this is really basic stuff that should've been in the base game. You will usually see someone posting that they love the new animals and what not. That also explains the negative feedback each of the DLC has. I looked into the DLC and was surprised that this stuff wasn't just added for free when other games do way more and release for free. I do agree with you that their bundles give you good places to start but I think we can agree buying them off-sale for $80 or $150 is just a bit much for what it is.

They have their own launcher that integrates seamlessly into Steam and rather than having feature updates such as "The War Within" be $15 DLC (like what Destiny 2 does but their DLC is $60~80 for some reason) they simply push the update for free on their launcher to all players. I'm not sure if I'm understanding your question correctly but for example Warframe was a base game that I played some 5 odd years ago now. I think that offers different options to start with more content.
